Its a collection agency typically affiliated with PayPal or eBay. Pay your bill and they will stop calling. If its an error (which it RARELY is), call an attorney and dispute the charge.

Yeah its IC Systems. They sent me letter awhile back about paypal saying I owe them $300... Well turns out they didnt hang up this time and they said I owed it to them and I just simply said, ok if you can prove it, then I will pay it but the guy said I actually didnt have anything showing up that I owed anything and that he was sorry they were bothering me. Few months later they are calling again...

Yeah, they have been calling me too, but I don't get why anyone gets all ****y, I mean it's a phone call, don't answer it if you don't want to, c****e your number if you are gonna have a ******. Me, I just keep calling them, initially it's the same recording saying, "please hold we have an important call for you." Then when the operator answers, they say, "IC systems, how can I help you," I tell them, "Oh, I have a real important call, can you hold?" Then I just put it on mute and ****!

Found this online - per Fair Debt, you can essentially keep them from calling at all:Writing a debt collection dispute letter is the first line of defense against a debt collector. This is actually a form of harrassment if anyone is in law enforcement or have a lawyer if they refuse to talk or disconnect upon answering and keep calling back they can be sued. You can also file a complaint with EBAY them selves about their collection practices.

This is IC Systems. They will call you 4-5 times every weekday for several months. They do this to annoy you. If you get annoyed, they have succeeded. They are debt collectors of the first rank. The telephone answering device sold by http://truecall.co.uk/ is very effective in blocking IC Systems. I got a prototype of their USA version. The only other effective measure is to change your number and keep the new number close. (But then they will start calling family, friends, and especially your work.)

Then a guy with a foreign accent, said, we would like to talk to you about an important business matter. I asked him if someone had died because of the amount of times they keep calling and should I be concerned! Then I heard a click. They have already started calling again this morning..... *%&$!
