got a call from the same number but it also had a 3 at the end 6462249884s to disguise it. The guy asked for my father and said that he has a debt that they are collecting. After I asked what does it have to do with me, he said I was listed as a reference and therefore am liable for the amount owed. I tried to educate him about American law and he actually encouraged me to call the police. Next time he calls I plan to tell him that I have a case with my local enforcement agency.

"Debt collection" scammers. They aren't legit. Don't give them info, don't give them money. Heavlily accented callers from overseas make threats against you and friends/family, which is illegal. They cannot actually send the police to your door or take you to court tomorrow. There are long drawn-out legal processes that don't involve getting arrested, and they won't be using them, because they aren't even legit.Any money given to them does not go toward actual debts. The FTC and Attorney General know about them, but they are hard to stop, so it's up to you.Beware.
