This person is a scammer and he clones people facebook accounts to impersonates them. He claimed to be a a delivery driver named Gerard a delivery driver from Transborder Delivery Service company, impersonating a well known car guru/youtuber Westen Champlin and also named Randy Buckhorn as an employee in Transborder Delivery Service. The person will let you have a conversation through telegram and saying that you won a car giveaway from Facebook because they giving free car to random people. In reality there’s no car giveaway and he’ll keep letting pay you this ridiculous, unknown and unheard of fees. He’ll ask for bitcoin payments.
