It is an automated message stating to call this number about a federal criminal case you are involved in and this is the last time they will try and contact you before you get arrested. I have gotten many calls about this in the past and its all the same message. If it was a federal criminal case, you would of been summoned without warning or picked up by the FBI, either at work, or at home.

Voicemail saying it was the last attempt to contact me before I would have to appear before a grand jury. I called back and the guy claimed to be officer David Black from the IRS. He wanted my name. When I asked if this was a scam, he became irate and said this the IRS and I am trying to help you so don't waste my time. He then hung up on me.
