This is a spoofed number. most likely originating through VOIP from China according to my nephew who works for the NSA. And the thieves who operate this scam typically attempt to find a gullible person who wants an incredible deal on an extended warranty for a vehicle, at an unbelievable price. IAnd then the "gullible" (aka idiot) is soon the victim of identity theft.
