This number is indeed a SCAM. The owner offers to pay credit cards down after winning the lottery. They ask for basic info (proof of debt) but don't ask for detailed info. Instead, they ask you to add their bank account info to your card account and make a payment. This gives them access to verify your account. They have the last 4 digits of your card and the payment info you've added and scheduled a payment from. The old adage "if it seems too good to be true, it is" applies here.
