I got a call from this number and this number left only half a voice mail... all I got out of it was, “ expired after that you will be taken custody by local cops as there are 4 serious allegations pressed on your name at this moment....” 1.) what’s expired? 2.) uhhhmmm what?!

This appears to be a scam. I received a very threatening robocall claiming there were problems with my tax returns and that if I didn’t call back within 24 hours federal warrants would be issued for my arrest. When I called back, the threats continued and I was eventually informed that if I didn’t make a first payment immediately, the warrants would be issued immediately.
