The call is on a network separate from my actual phone network. The call has the ability to affect outgoing calls by terminating the call as completed. This is very strange. If the phone is turned off and turned on, the number appears on the screen as "phone services".

This seems to be a scam call. As soon as I turn on my phone, this call comes in from nowhere. They seem to know the apps I have like a bank app. And they're trying to hack into my device to access my bank account. That's how they scammed me in June and tried in July also.
