This number was on a supposed letter from PCH saying I won $600K no answer and full mailbox

Received a cashiers' check for $16,326.56 to cover taxes on my winnings of $1,600,000.00 from Publishers Clearing House. I didn't enter any of their sweepstakes! The phone number of 718-880-8394 supposedly belongs to a Michael Smith, whom I am supposed to contact immediately. There's also an offer to have the PCC Prize patrol Van come to my door if I choose. This smells of a major scam! Help!
