If you call the number back it's a message in Chinese first followed by English that says the number has changed, press 3 to be forwarded to the new number. I imagine if you press 3 you get forwarded to a toll number.

I called Chase directly and gave them the this number and they said it was not a chase number and they have had several complaints about this number and it was a fraudulent call.
