if the scanners are as crafty as they seem, they are probably emulating another phone number. anyone with an android phone and the app prankdial knows how easy it is to emulate another number. this is why it wont do you any good to block their number. they still have yours and will simply call from a new number. this also explains why it doesn't seem to be real number. it probably truthfully isn't but if its any ten digit number it will work with most emulation software.

Caller left voicemail on my cellphone asking me to refinance credit card debt with 0% interest rate, press 1 to get deal, 2 to be removed from list. Very likely this is a phishing scam. I suggest never press 1 or 2. If you press 1 to get the "deal" you will give your identity information to a stranger. If you press 2 to be removed then you have confirmed your phone number is working and valid resulting in even more unwanted incoming calls.
